Job Summary As the Public Facilities Authority Executive Director, you'll manage the assets of large revolving loan funds and lead the delivery of state and federal loan and grant programs for water infrastructure projects in communities across Minnesota. As a public-facing leader at the agency, you'll be responsible for compliance, debt issuance and loan portfolio management, spearhead and execute outreach and communication across the state and ensure solid working relationships with stakeholders. You'll advocate for public infrastructure within state government, the federal government, communities, and at the legislature, while running existing programs to protect public health and the environment that also help to revitalize and stabilize communities. This position reports directly to the Commissioner of DEED and is responsible to a Board of Directors.
This position is telework eligible and is occasionally required to be on-site at the office. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state. Please note, the telework policy could change with notice based on business needs.
This position requires national and statewide travel.
Qualifications Minimum Qualifications Please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held. Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position. Five (5) years of progressive leadership in a related field that includes a minimum of three (3) years of experience in a position(s) with responsibility for:
- Complex financial tools, debt issuance, and management
- Leading teams or organizations
- Program administration and reporting, and
- Enhancing and developing partnerships
Applicants that meet the above minimum qualification will be further evaluated on the following:
- Analytic, critical thinking, and problem-solving skills
- Ability to deliver public presentations
- Effective communication skills
- Human relations skills sufficient to perform supervisory duties and effectively develop and maintain relationships with a diverse client set
Preferred Qualifications - Bachelor's degree and five (5) years of progressive leadership experience and three (3) years of professional experience in the above identified categories
- Direct experience with or leadership of large-scale public finance programs
- Experience with and/or knowledge of the Minnesota legislature and legislative process
