Purpose The City of Newport is seeking a professional, dedicated, and service minded individual to fill the position of Police Officer. The Patrol Officer is the key to the success in a police department. The attainment of the police mission depends upon how well patrol officers perform their complex and demanding jobs.
Patrol officers are directly responsible for the law enforcement activities within an assigned area. They are the primary force in achieving compliance with established laws through reasonable enforcement tactics dedicated to the protection and service of each individual citizen.
$2,500 sign-on bonus to be paid at the end of the first full payroll cycle. $2,500 retention bonus paid after working 12 full months for the City of Newport. This is a full-time benefited position. The City of Newport offers a robust benefit package. Please clink the link for more information.
Qualifications Minimum Qualifications Graduation from high school or completed a GED program;
Be at least 21 years of age;
Must be a U.S. citizen;
Must possess, or be able to obtain by time of hire, a valid Oregon Driver's License without record of suspension or revocation in any state;
Successfully pass a drug test and full background investigation verifying any prior criminal convictions;
Be of good moral and ethical character certifiable as a Police Officer in the state of Oregon based on standards established by the Oregon Department of Public Safety Standards and Training (DPSST); must successfully complete the Oregon Department of Public Safety Standards and Training (DPSST) basic police academy and up to an 18 month probationary period. (Must pass written test, oral interview and medical physical);
Must be able to communicate effectively, both orally and in writing;
Ability to meet Department's physical standards and pass ORPAT (Oregon Physical Agility Test) to the minimum standards set by DPSST.
Knowledge, Skills, and Other Characteristics: Knowledge of the criminal and traffic Oregon Revised Statutes.
Knowledge of federal, state, county, and City of Newport laws and ordinances.
Knowledge of the policies, goals, and procedures of the Newport Police Department.
Knowledge of the principles and practices of employee supervision and training.
Knowledge of law enforcement principles, methods, techniques, and practices including investigation, intelligence, surveillance, court procedures, community relations, identification, patrol, special weapons and tactics, traffic control, report preparation, custody of persons and property, and crime prevention.
Knowledge of equipment used in law enforcement, including weaponry, communications, personal computers, and automotive equipment.
Knowledge of the street names and locations in the City of Newport and surrounding area.
Skill in performing the day-to-day operations of a police officer.
Skill in understanding and interpreting complex statutes, ordinances, regulations, standards, and guidelines.
Skill in communicating in person, in writing, and on two-way radio.
Skill in preparing reports documenting the facts and actions regarding criminal and civil law enforcement incidents.
Skill in conducting investigations of criminal activities.
Skill in establishing and maintaining effective working relationships with City employees, local government officials, other law enforcement agencies, criminal justice system staff, the business community, and citizens.

The physical demands of this position require that all candidates have the ability to pass ORPAT (Oregon Physical Agility Test) to the minimum standards set by DPSST.
The patrol officer must possess the psychomotor skills required to drive a patrol vehicle in normal and emergency situations; fire a weapon accurately under extreme, varied conditions; successfully qualify with the assigned weapon in accordance with the requirements established by the Newport Police Department; maintain agility, endurance and strength; and show dexterity in self-defense and apprehension (e.g., safely taking a person into custody with a minimum of force).
While performing the duties of this job, the employee is frequently required to sit, and talk or hear. The employee is occasionally required to stand; walk; use hands to finger, handle, or operate objects, controls, or tools listed above; reach with hands and arms; climb or balance; run, stoop, kneel, crouch, or crawl; and taste or smell.
The employee may be required to carry, drag, or restrain individuals from 50 to 300 pounds and lift in excess of 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
