Summary This position is part of the Appraisal and Valuation Services Office, Office of the Secretary of Interior. The incumbent will be responsible for appraisals and appraisal reviews within the delegated approval authority prescribed by the Chief Appraiser in AVSO.

Duties - Review appraisals and provide appraisal and/or review services to clients; determine whether proper appraisal procedures, principles, and techniques were employed and determine whether appraisals comply with applicable Federal laws and regulations.
- Prepare reports approving or rejecting individual appraisals, or, as complexity and sensitivity warrant, prepare reports recommending an action to the Supervisory Review Appraiser.
- Determine the adequacy of appraisals for unusual, very large, complex, and/or high value properties where application of conventional appraisal methodology cannot be applied.
- Make difficult appraisal decisions in the valuation of minerals, timber, highly developable properties, conservation easements, and rights-of-way.
- Apply knowledge of Federal contracting procedures to appraisals to serve as COTR.

Qualifications At the GS -
13 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: Preparing appraisals and appraisal reviews of real property; providing appraisal consultation services to clients; estimating the market value of properties, and applying federal, state, and local land and land-title laws to carry out appraisal assignments; and experience with mass appraisal techniques and concepts.

This position contains two selective placement factors (SPF) that are part of the minimum requirement of the position. If you do not meet both SPFs, you are ineligible for further consideration. The SPFs for this position are:
SPF (1): Must possess current General Real Property Appraiser Certification in at least one state whose certification standards comply with the minimum Federal standards for general appraiser certification in compliance with Title XI of the Financial Institution Reform, Recovery, and Enforcement Act of 1989 (FIRREA). Applicant must provide a copy of your current certificate with your application in order to be considered.
SPF (2): Must hold a professional appraisal designation or accreditation that requires classroom training in appraisal practice and experience requirements approved by the Appraiser Qualifications Board, as well as a demonstration appraisal report or appraisal review report, and a comprehensive qualifying examination complying with DOI policy. Applicant must provide a copy of your current professional designation or accreditation with your application in order to be considered.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
